System Design Documentation/Tech Data Support
As prime contractor, Quantech Services, Inc. manages updates of Tech Orders & Positional Handbooks for the Joint STARS training systems for the USAF C4ISR Systems at Hanscom AFB, MA
Software Support
As prime, Quantech Services provides software technical leadership & evaluation support for the Joint STARS & MC2A Training Systems under the sponsorship of USAF C4ISR Systems
Reliability, Maintainability, and Availability (RM&A) Support
As the prime contractor, Quantech Services conducted DMS studies identifying Line Replaceable Units (Lures) and system parts that become obsolete and developed; work-around to mitigate risk for the ESC/JS & MA ITSP II.
System Safety Support
Quantech Services is the prime on this contract that provides a broad range of system safety services for total systems integration on the USAF Joint STARS ands MC2A platforms.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
The government accesses Maxim Systems as the prime through its Information Technology 70 General Services Administration (GSA) schedule, which has been used extensively for Certification and Accreditation (C&A) services at the Navy Satellite Operations Center (NAVSOC) Pt. Mugu, CA, and the NAVSOC Alpha Site Survey, Maine as part of NAVSUP sponsored funding. As part of the DoD Information Technology Security Certification and Accreditation Process (DITSCAP), Maxim personnel provided documentation on a number of General Service (GENSER) and classified satellite communications systems allowing them to be granted an Interim Authority To Operate (IATO).
Zone 2 - National Capitol Region
Research and Development Support
Under a Prime contract in support of Chief of Naval Operations (CNO) N71 and N77, Predicate Logic provided Research and Development support to various submarine communications, networking and FORCEnet working groups. We provided technology concept formulation and analysis and technology assessments for Submarine SATCOM, Undersea FORCEnet, Transformational Communications and other end-to-end assessments.
Engineering, System Engineering and Process Engineering Support
Under a Prime contract, Predicate Logic provides systems engineering and process engineering support to NAVSEA/PEO-SUB for the VIRGINIA Class submarine External Communications System (ECS) and Common Submarine Radio Room (CSRR) programs. Our personnel conduct requirements analysis and design studies of current and emerging military and commercial communications technologies to determine suitability for inclusion into final ECS and CSRR architectures.
Modeling Support
As the prime for SPAWAR, MAXIM develops advanced simulation models for the JCDX programs to ensure that a Global Command and Control System- Maritime (GCCS-M)-compliant intelligence and tracking systems both ashore and afloat, fixed and mobile targets. Modeling permits predictive analysis of multiple disparate data sources and allows integration into a system serving the needs of numerous classes of users up to/including the TS/SCI level.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
As the Prime contractor, DEFCOMM provides IA analyses, IA requirements derivations, IA documentation development and IA implementation guidance for the SPAWAR JIST-Net project and is undertaking an examination of communication systems data flow, application performance, and network device and bandwidth utilization between shore communications sites, ships, and submarines.
Acquisition Logistics Support
MAXIM primes the Joint Cross Domain eXchange (JCDX) program for SPAWAR and supplies complete software life cycle management including design, development, testing, installation, analysis and deployment of systems deployed at 22 sites in the US and overseas at allied facilities in the UK, Australia, Japan, and South Korea.
Program Support
Under a Prime contract, Predicate Logic provides technical, administrative, financial planning and acquisition management support to CNO N71 and N77. This support includes program and project management planning and requirements analysis for all Navy network centric systems and various IP transition working groups.
Administrative Support
As the Prime, Quantech Services provides to the Air Force Office of Scientific Research (AFOSR) for Program Management and Financial Management expertise in support of its mission to manage the entire Air Force Basic Research Program.
Zone 3 - Mid-Atlantic Region
Research and Development Support
MAXIM is a prime on this classified SPAWAR and SSC-SD contract that supports a number of individuals located nationwide, to perform systems engineering services on the R&D phase of the Mobile User Objective System (MUOS) next generation UHF satellite constellation. Services include risk reduction, architecture review, software engineering, and information assurance.

Under a Prime contract for SPAWAR PMW-170, Communications Systems, San Diego DEFCOMM has conducted and continues to provide experimental, developmental and systems engineering for the JIST-Net project¡¦s development of a joint SATCOM planning, control, and management system.
System Design, Documentation, and Technical Data Support
As prime contractor, Predicate Logic performs analysis and preparation of system design and technical data for the SPAWAR PMW-170 JIST-NET system, including the Initial Capabilities Document in compliance with CJCSI 3170.01.
Configuration Management Support
Under a subcontract, Predicate Logic researched, developed and implemented a CM plan and database. This CM plan includes documenting all systems and hardware at all four SUBOPAUTH sites, development of CAD-style functional interface drawings and a database of all systems.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
As Prime contractor, Predicate Logic uses the CANDIDMETRICS„¥ methodology/process applied to the bandwidth utilization portion of a SATCOM survey for the JIST-Net project for SPAWAR PMW-170. This study is being conducted at Mid-Atlantic Navy installations in Norfolk, St. Julien¡¦s, and Charleston.
Interoperability, Test, and Evaluation Support
MAXIM is a prime contractor on this classified contract for the Navy Marine Corps Intelligence Training Center (NMITC) in Dam Neck, VA. Services include TS/SCI level test, evaluation, and instruction in intelligence analysis and collection management tools at various locations.
In-Service Engineering, Fleet Introduction, Installation and Checkout Support
Under a Prime contract, Predicate Logic provides support for troubleshooting, repair and testing of submarine routing and network systems, providing an "on call" service for all issues relating to legacy communications systems as well as those utilizing the TCP/IP protocol.
Program Support
As prime on the JIST-Net project, San Diego DEFCOMM provides PWM-170 with web-based PMRS access to current schedule and progress data. DEFCOMM conducts regular technical, programmatic, and quarterly project reviews and provide written progress and status reports to PMW-170.
Administrative Support
As prime on the JIST-Net Project, DEFCOMM ensures that the SATCOM and network utilization bandwidth study proceed seamlessly, including appropriate purchase, tracking, and maintenance of installation specific data gathering equipment and software to comply is Government Furnished Equipment regulations.

From these research efforts we developed operational concept and technical requirements for JIST-NET, a Joint SATCOM planning system.

As a prime contractor, San Diego DEFCOMM provides, along with its Technical Lead, Predicate Logic, Inc., exploratory and advanced system engineering, software engineering, development, integration, testing, and documentation support to JIST-NET project, a Joint SATCOM planning system being developed under the guidance of SPAWAR PMW-170, Communications Systems.
Modeling, Simulation, Stimulation and Analysis Support
As a subcontractor, The Marlin Alliance, Inc. supported the Navy Medical Center, San Diego (NMCSD) by providing Navy medical facilities a road map to HIPAA Privacy and Security Compliance including an assessment with findings/recommendations; a gap analysis identifying privacy and security risks; and policies and procedures as they applied to the individual facilities.
Prototyping, Pre-Production, Model-Making, and Fabrication Support
As a subcontractor, Predicate Logic supports SSC SD Code 231 with development and testing of the fielded C-2A aircraft NSIU and RFDI system components and the NSIU System Integration Facility /Test Set. Our engineers evaluate and make design refinements to existing NSIU components, then create prototypes and design schematics for pre-production replacement of obsolete components.
System Design Documentation and Technical Data Support
As subcontractor on the Air Force Joint Integrated SATCOM Technology project, San DEFCOMM provided requirements development, analysis and preparation of system design and technical data, and program documents like the Program Management Plan.
Software Engineering, Development, Programming and Network Support
As a subcontractor, G2 performed software, integration, and database development on the Automated Communications Management Systems (ACMS) project, performed design reviews to move the software from a SUN platform to PC platform; performed user site surveys, performed code, unit test, and integration; designed/implemented the a terminal that was successfully installed in the field.
Reliability, Maintainability, and Availability (RM&A) Support
As a prime contractor to SPAWAR, Maxim Systems provided engineering, in-service support, RM&A, integration, and logistics associated with a wide range of Fleet Command, Control, Communications, Computing, Intelligence, Reconnaissance, and Surveillance (C4ISR) enterprise systems.
Configuration Management (CM) Support
As a subcontractor, DEFCOMM provided the configuration management, infrastructure, AIS and facilities security, and connectivity requirements for the SPAWAR Systems Center, San Diego ACMS project when it was located in the DEFCOMM Software Engineering Facility.
Quality Assurance (QA) Support
As the subcontractor, San Diego DEFCOMM developed Quality Assurance processes for the JIST program, including Acceptance Testing, Formal Technical Reviews, Status Reporting, Software Builds, Requirements Management, Configuration Audit, and Change Control to ensure quality controlled software objects.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
As a subcontractor, Silicon Space, Inc. (SSI) developed a contract Bidder¡¦s Question & Answer (Q&A) Solicitation Module to allow remote & web-based, anonymous, written communications between the SPAWAR PMW-180 and potential bidders. SSI leveraged its PMToolbox technology based on Oracle, Documentum, and Microsoft to develop a Digital Dashboard portal for all acquisition PMWs at SPAWAR.
Interoperability, Test and Evaluation, Trials Support
Under a subcontract, San Diego DEFCOMM provided system and software T&E support to the Air Force MILSATCOM Joint Program Office (MJPO) on the Joint Integrated SATCOM Technology project. T&E support involved development of a test approach, test cases and test procedures, maintaining traceability matrices, documentation of defects, regression testing, and conduct of on-site lab testing for TECHEVAL.
Measurement Facilities, Range, and Instrumentation Support
As a subcontractor, San Diego DEFCOMM provided the facilities infrastructure, including secure automated information systems (AIS) networks, test labs, test and evaluation rooms, surveillance and gateway access in support of the SPAWAR Systems Center San Diego¡¦s Automated Communications Management Systems (ACMS) SATCOM project. The project supported the research, development, test, and evaluation phases for this project for more than four years.
Training Support

Program Support
As the Prime, DEFCOMM provides technical and financial support for project planning and control to the JIST-NET Program Manager (PMW170). With our team, we developed and maintain a detailed schedule and work breakdown structure for JIST-NET SATCOM requirements and development tasks, conduct technical and programmatic quarterly project reviews and implemented a web-based MS Project management system.
Administrative Support
As the Prime contractor, DEFCOMM performs system administration for the JIST-NET program. We maintain the configuration of software development applications, systems and networks, and maintain equipment and software inventories supporting daily operations for a team of 25 employees. DEFCOMM ensures that all contract deliverables, reports, and self-evaluations required by SPAWAR¡¦s first performance based award meet and exceed expectations.
